Default 5 yr old male yorkie leg problems

I have a little boy who is a little chubby at 11 lbs. I'm told he has a ruptured ligament in his rear right leg. Vet said surgery required; others say it will repair itself with restriction.....

His front right leg has through his 5 years, bowed outward from time to time. Now, I notice it is bowed outward most of the time. Vet said just some bones grew faster than others....

wondering if it is conicidence or has something to do with the ligament thing and has anyone had this and not done the surgery? It's $1,800 and I'd get the money if needed but is it needed? I keep getting conflicting guidance. Can anyone help?
