It is not illegal everywhere.
Actually, it is a common sight here to see people in the parking lot of a store GIVING away puppies out of the back of their vehicle. Road side fleamarkets and parking lots are pretty common places to see puppies of all breeds for sale or FREE. We have NO shelter or pound here. Killing unwanted litters or setting them out somewhere is also not an uncommon thing. ugh!
I don't think that selling puppies in this manner is right at all. However, I may have viewed it differently earlier in life. I grew up in a family where animals were animals, living beasts, thats all. My family had dogs (all outside breeds) and we loved them and took care of them. However, my dad never paid a penny for any of them, and I had bought a sweater and tried to wrestle it on our red bone hound,

Oh my!
My point is, not all people are blessed with viewing thier Yorkie the same way we do. Although I see the fault in selling puppies on the side of the road or in a parking lot, I also know I do not view my girls the same way others do. These are not just "dogs" to me. But come on, we've all gotten the weird looks and comments when we tell a story about our 'baby' or something we do for them, or better yet how much thier food costs!
