How many of these teachers work with dogs as aggressive as he does? Many would just say put them down.
I'm a R+ trainer and I what Cesar does is mostly just a modified version of NILIF. His connection or innate understanding of dogs can't really be quantified so it's hard for most people with PHDs to figure it out.
FWIW my Ivy league educated Vet loves Cesar.
