Hi - My little Sammy (female) is 8 and she got those black bump rashes. I took her to the Vet she had no bugs or disease - just allergic reaction. I gave her predisone for a 4 days and antibiotic and they went away. Now, they are back again but not as severe and not black - just raised bumps that itch. I am going to have her allergy tested.
