I think the glove idea that was suggested is a really good one for the tiny dogs! Especially if they are puppies.

Lowes, Home Depot, and other big box hardware stores will have a good selection of leather or other material gloves, that would keep their paws nice and dry. Two pairs of gloves should provide 4 thumbs and of course other fingers that might fit back feet or front feet better!

Some gloves have the little dots of rubber on them that would also help to make for better footing. I would suggest velcro straps to wrap around to keep them on, especially for really wet,icey and snowy weather. Of course these would be for back yard times when they go out to do their business not for a walk at the mall or dog mart appearances when that calls for more fashonable wear
