I do not allow my rescues to be shipped...matter of fact, our group forbids it. I think most rescues do not allow it.
I have seen some do those "trains", but I don't like them either. Too many things can go wrong.
I am totally with you on placement. I also want to meet the person who is adopting. I maintain contact with all of my adopters.
