I use blank newsprint in Lulu's litterbox. Then when she goes, I clean it up and put a new paper in it. She usually won't go on one more than once.
If you can't have multiple litterboxes, then maybe every half hour to an hour take Alice to the box and tell her to "go potty". Even if she doesn't go but you keep repeating this, she will get the idea that she is supposed to go there no matter where she is. When Lulu would go in the box like she was supposed to, I would praise her and say "good potty" and give her a treat.
When she has an accident even if I find it after the fact, I tell her "bad potty" and she knows what this means because she usually hangs her head and goes in another room to sulk.
