Thanks for all the suggestions. While the temp does get cold here, it's pretty dry. Now cold is cold, but 25 degrees back east feels like below zero here. That damp air just goes right through your bones.

I think I'll dress him based on how I feel, realizing that he would have some extra insulation under whatever I put on him. My goal is to put a doggy door out to the deck on the second floor. I'll have to reinforce the railing so he can't get through.

I would let him go outside into a fenced yard I would build. This would be ideal, but the little guy would probably be a snack for a coyote.
