First of all define Byb. and then tell me how you know that they do not know what condition their dogs are in.
It does not matter who the breeder is, any puppy has the potential to be infested with coccidia for all of the reasons that have been previously stated.
These buyers that are buying from disreputable breeders are doing so because the dogs are cheaper, or because reputable breeders will not sell to them.
If they took the time to ask questions other than "how much" they would be able to distinguish between good breeders and bad breeders. But when they are only concerned with the price they do not ask any other questions.
