It took Millie Sage about 9 months to be house trained and about 12 -14 months to be fully reliable where she had full run of the house. Until then, she only had access to one room at a time and the room she had access to, was the one my husband or I was in. Anytime we introduced a room to her, we acted as if she was not housebroken and keep vigilant over her and would actually live in that room for a while, so that she understood that this was part of the "den" and she could not mess in it. We allowed her access to a doggie door too. It was a long laborious process, but it was worth it in the end, because we have a lovely housebroken dog. We also woke up in the middle of night with her and took her out every 2 hours. We would take her out in the snow, rain, and any other kind of weather. We also kept her in a crate/ex-pen when we were not able to keep an eye on her. We started out in a crate and extended the crate to an x-pen with the crate in it.
We also NEVER introduced her to pee pads. At one point, we placed the x-pen around the opening of the doggie door, so the only way she had to go potty was to go out the doggie door and go outside. This worked really well.
My husband and I both work and we still managed to have a housebroken dog, using the methods above.
