The only reason I posted was because depending on the department in the city, the human society works out of police department. They are scanned when any animal is pick up and returned straight to the owners.

I didn't want her to take matters into her own hands because if any harm comes from trying to remove Cookie from her and she hurt, Gen will have other legal problems to deal with.

Sorry I upset you but if you've experienced what I've seen maybe you would be looking at this situation in a different light.

Great post! I totally agree. The conditions that we live in now make people very afraid and if you take matters into your own hands someone always ends up getting hurt. Maybe see if an officer is willing to accompany you to the house and then you can knock on the door tell them you received a tip from a neighbor and ask to see the dog. If it's their dog they'll have nothing to hide and if they refuse then that's when the officer can step in.
