How does she let you know that she has to go? Does she go to a door, or a doggy door? You might try putting the pad right by the door she goes out at, and wipe some of her urine from outside on the pad. You could also put a little grass on the pad. When she does start using it, praise praise praisse, just like you would when training a new puppy. She won't know its ok to go on it unless you show her its a good deed by rewarding her
I recently re-trained my 14 year old Maltese to go from outside only, to using pads when I am not here (it took some time though, a few months) she can't hold her bladder too long any more, so I've had to order some diapers too, but thats another subject.
The point is, it can be done, but it takes patience and praise and reward
