You should have introduced her slowly and not tried to change everything at once.

give her a crate that she can go into to get away from the pups, and let her come out on her own time. Put her back on her own food and feed her away from the others.

It might take weeks or even months. She has been to two new homes in a very short period of time. It's going to take time and patience and understnding and lots of love before she trusts anyone enolugh to bond with them.
