I have four puppies that do the same thing. I have tried getting a piece of artificial grass and cut it the size of a box lid and placed it in there. It has to have a lip around the edges to keep it in. maybe a plastic box and cut an opening in it so he can walk in and out of it. It seems to be working. They are not 100% yet but at least they are keeping it put.
