One ounce per pound per day is an average if they eat exclusively dry food.
However, I agree with your wife. A dog should be allowed to drink when they get thirsty, so I would not put it down just a few times a day. At the same time, I think it is reasonable to pick it up at night because they shouldn't be eating or drinking..they should be sleeping.
That said, they are going to mark whether they have water once a day or 10 times a day if they aren't neutered.
