I think it just depends on the dog's individual personality...

My dog is definitely a one-person dog, and favors me over my boyfriend (she just lives with the two of us). She is a shy dog naturally, and isn't a huge fan of strangers, or anyone she doesn't know touching her. I think her temperament has a lot to do with her favoritism of me, along with being raised by only two people, with me doing 90% of the work.

I definitely think that dogs that are more "people-friendly" and outgoing, that seem to like everyone don't really become one-person-dogs as much as shy or more quiet dogs do.
