You need to get him to an opthamalogist asap! Ulcers can be treated, but they do need to be cared for immediately.
My vet has a special concoction that someone from A&M gave her the recipe for. I would be happy to pm it to you if you want to share it with your vet. It is special drops that must be used hourly the first 24 hours ...then every 2 hours...then 3 over several days. These drops have saved a couple of my yorkies' eyesight!!
As for the surgery....there is a procedure that is done called a corneal grid keratotomy where they scrape the eye...and there is also a procedure where they stitch the third eyelid over the eye. Nothing major. And, those things work if meds do not.
