This exact same thing happened to us last year. We live outside the city limits - however the county here does have leash laws. I called and the dog catcher put a note on the neighbor's door. After a few words with the neighbors, the neighbors agreed to supervise their dogs and we haven't had anymore issues. But it sounds like your neighbors are not so reasonable?

If you have to have "proof" that the dog was in your yard (news to me) you can purchase a field camera which is an outdoor camera with a motion detector. Just strap it to a tree. Wal Mart has them in the hunting section. Hubby uses them all the time to track deer on the farm.

If your goal is to spread-the-word about the misconduct of your neighbors - then contact the local news station - they may be interested in the story? Especially if this guy has had other bad press?
