I can't help but wonder if this is a scam but if it's not then I truly feel bad for the man and his dog. There has to be a shelter or a rescue or vet in his area that would be willing to do this for him. My vet does charge, however, the SPCA here is free. They do ask that you make a donation if you are able to.
