I would buy the type that is called a "step in" harness- you literally put their two feet into it and it doesn't go anywhere near their neck
no i would not worry- Layla does something called reverse sneezing any time she gets too excited- could be something like what your pup is doing- sounds like an inhale sneeze/honk. It's a yorkie thing
If it is mainly when you walk you should notice a difference when you change harnesses. If not you might want to see a vet but I dont' think it will be anything at all- if he was doing ti all the time- id' say it could be kennel cough but kennel cough happens any time through the day.
