Default collar problem

My Morkie Belle had the collar problem twice. The first time my DH was home and he got the collar unbuckled. Scared me to death as Belle paniced. The second time I was home alone and I heard Belle making funny noises. I checked her and the collar was in the mouth again only this time the buckle was inside her mouth and she would not let me get at it as she was so scared she was biting. She was having trouble breathing so I grabbed my scissors and cut the collar off. I think both of us were shaking about the same. I don't like not having an ID on her incase she would get out. I am getting her microchipped next week. I bought a cat collar at Walmart that stretches and had a 2nd ID made to keep on that as her other tags are on her harness. She's getting better about a collar but I still don't leave one on her if I'm gone or at night.
