No, I don't think you can take away someone's dogs because they look sick, you have to prove that they are breaking state laws, and this isn't easy. We value freedom so much in the US, and you have to have some sort of proof of something before you can even get a search warrant. Not only that, many states have such lax laws that it's fairly easy to pass, that's why it's important to pass stricter laws regarding kennel conditions, and puppy lemon laws.
