I have two and they can bark at times, but mostly if they hear a noise outside at night (which I don't mind) or if someone is at the door.  They bark outside like any other dog with a busy sidewalk next to the house, my cocker spaniel did plenty of that, too. So when they are too rumbunctious we call them back inside.
I think they would do fine in an apartment, I have never heard a Yorkie bouncing around when we lived in an apartment, we heard the bigger breeds that were 'smuggled' in. 
Zoe is a bigger barker when I leave the house only because she thinks one ride means always ride and gets upset. Guiness likes to bark in the car when people walk by. I remember my grandmother's cockapoo do that named Susie it was a riot to watch her face all mooshed into the window LOL 
I think if you heart says yes and you are only worried about a yapper, it's a behavior you can work on
