Good for you, all you can do is try. Just makes you angry to think after they buy their high end clothes and hand bags they can buy that cute yorkie in the window.
Maybe the shelter you volunteer at could help, show photos of some of the dogs they have BIG posters of them and set it up in the middle of the mall.
