What I did that worked very fast was this:
Outside, if he didn't do both and I knew it he had too, he went back into his x-pen for 15 min or so, then back outside. Back and forth until he went outside. When he went outside he got play time in the house. They catch on really quick. Don't praise until he has done both outside unless you think he just really doesn't have to do both. If he realizes the only place he will go is outside until he poops, he will just go outside. Good Luck.
