Hopefully you have a good relationship with this person so you could suggest she have her little one tested for dry eye at the vets. It is a simple test and does not hurt the dog. It is painful to the dog and a dog could lose its sight if not cared for.

If it is not dry eye and after you clean the eyes up your friend could put a few drops of Braggs Apple Vinegar and it hleps to keep the eye boogers away.
