Just water will soften the clumps. Lay him on his back on your lap head towards you. Us a cotton ball fairly wet, hold it on the clump and squeeze gently(use a new cotton ball for each eye). Repeat this to wet the clump for a couple of minutes. Once soft, take your finger nails and grip the clump on both sides(this is gross I know) and slide it down off the hair. If you have a small comb, you can carefully comb out the clumps but they must be fully softened and you have to be really careful near the eye. If he is fussing just use your fingers. Repeat process until the large clumps are out. Then use a wet wipe or wet paper towel to wipe the hair. Dry it with a kleenex.
Poor little guy. His eyes will need to be wiped daily. If it is kept up, it doesn't get that bad. Good luck.
