When mine were that tiny I took a sleeve from a sweatshirt cut it to length that was needed.Cut a tad longer than needed you can always cut more off later and figure out where to cut the holes for the front legs with a pair of sissors.Then folded down the cuff into a turtle neck and slip it over their head.Vola...a very small sweater.No sewing skills needed.If you need sweatshirts cheap think Goodwill or local thrift shop.You get two sweaters per sweatshirt what a bargain! And really is very easy.
