Sounds like she does not "get" what it is you want her to do outside.
Please do not think she is doing this on purpose. That will lead to you wanting to punish her .. and even saying bad girl is what I am referring to. She will be getting attention...even though it is negative. Try your level best to avoid doing that.
Leash walk her and take her to one spot each time. Do not make it an outing where she is having fun! When she does piddle there (she will if you keep taking her there), then heap tons of praise on her...give her a treat and take her back in the house.
These pups must have lots and lots of positive reinforcement!!
Make potty time and play time two different issues!
