My questions are: how are they going to enforce it?? I chose to get a license for Millie, but if I hadnt, how would they know I had a dog. Toby doesnt have a license.

People are more likely to license the dog if it £5 rather than £50. Are they hoping that people wont buy a dog because of the £50 license fee?
I dont know too many people about here with dog licenses!!

Seems rather strange......

Dont think it will do anything for stray dogs, just helps line the governments pockets.
