my dogs go outside, rain, hot,snow, windy, and sun
.. and they do just fine. I live in upstate NY (by lake ontario) where it gets nasty cold and we get tons of snow. My hubby keeps a small area plowed out for them in the winter and we use jackets/sweaters(some use booties, but my dogs wont where them) when its really cold and make it quick!!
oh forgot to add.. you can try to teach her to use the potty pads, that may be the best option for her since she doesnt like to go out much, but she may not want to go out agian to potty.
