If he has a lot of issues with brushing, perhaps you might have some luck introducing him to a scalp massager? (Something like this:
Conair Professional - Babyliss Scalp Massage Brush )
The scalp massager fit nicely into the hand, so he should potentially fear it a bit less and you can use more of a normal... petting motion. It has a softer "feel" against the skin then some brushes so it might not be as scary for him. It might serve as a nice middle ground to get him used to before the brush.
