The honking noise sounds like CT, and allergies could trigger it. When he starts to honk, you MUST get him to stop. You can try these things:

Rub his throat gently.
Cover his nostrils.
Lift his front paws up to the sky, tilting head back a little.
Talk softly to him, telling him, ok, ok, calm down.
Put some water on your finger and get him to lick it off.
Steam up the bathroom and go in there with him and shut the door.
Keep his belly cool, shave his belly, put a cold wash cloth on his belly, put him in the bath to cool him down.

Whew...Okay thank you for letting me know these things. Usually we just talk to him and pet him and tell him its okay...

I just shaved his belly last night actually so thats good.

I'm going to print out these steps and put them on my fridge!!

Would you recommend that I take him to the vet also? I was reasding that in some cases the dog gets put on steroids and that helps?
