Thanks guys. I wrote an anonymous email to city code enforcement reporting the number of dogs. I will wait a few days and see if anything happens. And Yorkiemom I will check out your link. Thanks a bunch. I am just really bummed out about the treatment they are getting. If she just kept a few females and used someone else's males, I think she could manage fairly well. But, she has several she calls non-producers and several too small or old, and a couple of poms and a pair of chins. She could get rid of all of those and she'd be down to 6 or so.
Anyway, we'll see if the city will thin them out. Where we go from there ??? Guess I'll play it be ear. But, thanks for letting me know I am not overreacting.
