I am really torn up about this. I know the woman fairly well. I classified her as a backyard breeder and maybe I am wrong about it qualifying as a mill. Help me decide before I make BIG waves.
She's about 70 and raises dogs to supplement her income. She has about 15 or 20 give or take. They are mostly in her garage. She recently moved into an area where she's only allowed 3 dogs. She built a tall privacy fence and then a smaller pen inside. They have a doggie door - but most can't use it because they are in cages. I didn't like the setup at all and encouraged her to give them more freedom. But, she told me the other day her Pom and 4 new babies were being kept in a cage ALL THE TIME. Mom just gets time out to potty. The babies are 6 WEEKS OLD!
We talked about one of the yorkies not meeting standards and she said, "I don't care about standards. If a buyer doesn't want them they don't have to buy them."
Am I overreacting? I thought perhaps I could just call the city and report too many dogs. Maybe they would thin them out. If she just had 3, I think she'd do pretty good with them.
