There's no use in disciplining/training him if you don't catch him in the act. Even if you do....don't disturb what he's doing, when he's done tell him no and take him outside. What you need to do is be consistent....take him out an hour or 2 after his meals.....stay out there with him and tell him to potty. I would still leave a potty pad down until he's completely transitioned. You live in TN, where the weather can get brutal in the winter.....you may want to keep a potty pad down anyway....
