I would highly recommend seeing a Vet Dermatologist. Also, just something to think about - if a dog has mites, they are sometimes more active in the evening, so I'd look into mites. They can be quite difficult to diagnose - so that's why I'd also recommend a Vet Derm.

Has a flea allergy been ruled out? What did they test for?

So she is itching mostly by tail and on legs?

What are you feeding and have you changed food at all? How old is she?
