It's an animal thing. At first, because a puppy doesn't have the ability/reflex to eliminate on it's own. As it grows older, the mother is concerned with keeping the den clean, so her puppies scent cannot be identified by preditors. I have a mother and her 3 year old daughter, mom still tries to diaper her. And daughter still attempts to nurse on her mother.
