He has had dry skin for years, we have seen a vet for it before and we have pills he takes a few months out of the year.

have you had the thyroid tested as skin issues and lethargy are tied to thyroid sometimes so i recommend having a 6 panel thyroid done through jean dodds or michigan state on your next blood work up to rule this out - has he had any hair loss or weight gain? They only need one symptom to have thyroid issues and all dogs who have skin issues should have thyroid tested to rule it out as it does run in the breed. If not thyroid and your dog does not have any pancreas issues I recommend adding omega 3 to diet by
