From everything I've read, there are huge arguments to both those ingredients.

Tomatoes are actually said to be safe - all research and scientific material says that its the plant thats toxic & not the fruit. (Diet - Treats and Snacks look further down the page @ the Veggie Snacks question)

Garlic is also one of those as well. Small amounts of garlic are not harmful (its in large amounts that it is poisonous since it causes toxicity.) Small amounts of garlic in many circles is actually seen as healthy. People have been giving their dogs garlic pills for quite a while in many circles (long before we came up with topical flea treatments). Too much of it does cause blood issues, but you're not feeding it that way or giving too much garlic as a way to combat fleas. You're fine.

If you're going to give them as treats you're fine. I wouldn't feed them in large amounts though, simply because they not only do have some garlic powder but because they have Romano cheese as the 3rd ingredient and that's a lot of sodium!
