I've had this problem with Moses since I got him at 10 months. I swear it takes him 10 minutes after he gets outside to do anything. He has to stand around forever before he will start the "pee" walk. I've actually stood with him for 20 minutes, gave up, took him in and he peed on the rug. Grrr... I try to be consistent. First thing in the morning, you'd think after sleeping all night, he'd have to go bad. Nope, just stands looking around FOREVER before he either goes or I give up and take him in. (then he goes). He has access to pee pads, but of course prefers throw rugs or carpet. He and Isabel are in a restricted area during the day, and they go out as soon as somebody gets home. He just won't go.

By the way, I block off my doorways with those adjustable window screens you can buy at Walmart. They are so much easier to use than gates and much less expensive. They do not try to jump over them and they just slid together for easier storage when not in use.
