The best carrier for Sam is one he is comfortable in. Whatever you choose, do not get anything higher than 11" as it simply will not fit under most airline seats. Many of them actually have a 9" height limit. Generally, the larger airlines have more space, the smaller regional airlines have less space. There is one Mesaba flight I was one where the small Petflys carrier did not fit under the seat without tipping it sideways.
The airlines all say the pet needs to be able to stand up and turn around in the carrier, but realistically this isn't happening for almost any animal. Turn around - yes; stand up - no!!!!
Sissy has flown several times without any issue. I have not given her anything prior to flying. She is also really good in the car as well. So, if Sam is a good traveler by car and doesn't have issue being in a carrier, you will most likely not have problems with him. If he is is a whiner when in a carrier, then expect the same on the plane.
Airline regulations state the carrier must be kept closed and under the seat in front of you. As long as you don't open the carrier, as soon as you take off, you can put the carrier on your lap and keep it there until you begin descending. This works great for many as the close proximity to mommy/daddy keeps them comfortable even if closed in a carrier. Most furkids will go right to sleep with the motion. The floorboards can get really cold even during the summer, so stay away from a window seat (which will have the coldest floor) and have a blanket you can tuck in the carrier or put over it to prevent drafts. For active furkids, a bully (or other chew stick) can keep them quiet and calm for the duration. For longer flights, you can always take the carrier to the plane bathroom, put a disposable pee pad on the floor and let them out to potty, they throw the pee pad away.
