Just kidding. I agree, the trick is to catch them in the act. They should probably be in the living room with you so that you can relax and watch them - then correct behavior when they start to potty. Otherwise, they should be in a crate whenever unsupervised.
The only exception to this rule (while potty training) is when you're gone (i.e. at work, shopping, etc) - then put the puppies in an ex-pen. No rules in the ex-pen - just clean up when you get home.
