The fluffy cotton is the puppy coat, it may change....The head turning to silver will turn to gold/tan...... What you want to do is watch the part line on his back see if it is getting a shine to it, reflecting light, so to say. Check his feet, if they look like little furry slippers, most likely soft coated cottong. Puppy coat is difficult to determine until about 4-6 months of age.
