I would get an xpen or keep her in the kitchen with a gate until you get home. Set up her food and water far away from the pee pad and you might put a bed in there as well and of course toys.

When you are home, you might try tethering her(hope is spelled that right.) She needs to get out from her confined space but needs to be with you. You can tie her to your waste and the length of the heavy string or rope can be as long as it works for you. It's a pain but they can't pee when you are not there. Then set a timer to get her out at certain times, maybe 1 hr apart. These dogs as adults have tiny bladders and as a puppy they need to go out often. I might mention if she is beginning to let you no by going to the door, I would not even think of the tethering. You will need help through the day.
