Hmmm, It sounds to me like the family is living beyond their means. What happened to kids having to work for things (including activities). I used to babysit allot when I was a teenager. I would of told them to get rid of the cable and if the kids want anything extra, then they could help pay for football, cheerleading and even the cable TV. Sorry, guess I think kids are spoiled and the parents aren't teaching them to budget or manage money. If they are that busy with practices they probably eat out allot also.
I don't see a reason to get rid of the pets, there are allot of way's of cutting corners and making ends meet and if need be sell a few material items sitting around the house for some extra cash.
