Your new puppy is very tiny , he cannot be dragged by your other female yorkie anymore at all, this is asking for a major tragedy. I would buy a xpen, playpen or crate for your new puppy , tommorow am. Until then , keep them in different rooms. those two have to be kept separated at all times . Just for the new puppies safety. He is too fragile right now , and can't be treated like that. Do what you need to do to keep your little one safe. Do you have a gate you can block your other yorkie in a different room?
I have a female Yorkie , she is 17months old, and then I have a 14week old Shih Tzu , who is 4 Lbs. They play together all the time. However, if it ever gets too rough , i'll separate them. Always placing my Yorkie in the other room, closing the door. Just because Suzi, the Yorkie is a lot bigger then the puppy. Even though they love to play , i just do not want accidents to happen. I do this when when leave as well. They are never together when we are gone.
However, Suzi has never dragged our puppy around. That is very scary IMO.
