I think it is odd behavior as well. It appears that he has some control but not all? Like he can put his ears forward and look around and lick. Have you tried distracting him with something other than a walk? Like a treat maybe? If he has the capability of jumping up and acting normal then I would think it was just a behavior and not a seizure. If he refuses treats, toys, all his favorites, and goes back to the position like he did on the video I would take the video to the vet. Walks are way more than excercise to a dog. They get to smell the world and see what is around. Way more fun than hanging out in the house. If he is not neutered perhaps he is smelling a dog in heat in the neighborhood and wants to investigate. On the Australia thing, I would see if you can find a foster in a nearby country for the six months and ship him in from there. Sucks though. He is a doll.
