I don't know that any of these will help, although I think the pups under the deck in a kid's pool is questionable.

Since she is having these pups to sell in a residential neighborhood, she may need a commercial license. See Title 8, Chapter 8.03. Also see Chapter 8.08. I saw somewhere in this a reference to adequate veterinary care.
