I am hoping that the Humane Society could at least tell your friend the danger of not giving the puppies proper medical care and information on how to raise the puppies. I think I saw this done on those animal cops shows on Animal Planet. Sometimes hearing the information from somebody in the field can help change somebody's mind on a particular topic. I would give her some handouts about raising puppies and offer my assistance.
